CMS has admitted that it has no hard evidence to back up deputy administrator Leslie Norwalk's Congressional testimony that pharmacies are being paid for Part D scripts on a 15-day billing cycle. Instead, Norwalk's assertion was based on informal information provided by Part D drug plans. The agency did not ask retail pharmacies about their experiences with slow payments from PBMs administering Part D plans.
